Havenbedrijf Rotterdam, Deltalinqs, Stedin, Tennet en een aantal marktpartijen waren in 2022 de initiatiefnemer om vertrouwelijk informatie over verduurzamingplannen uit te wisselen. Vanwege dit succes is op initiatief van het ministerie van Economische Zaken en Klimaat (financier DSH) in 2023 besloten om DSH op te richten voor de verdere ontwikkeling van het initiatief.
